Setting high standards for financial management
 

Pithalpur, a small village of Bhavnagar district had a big task on hand to achieve, i.e. community contribution. A checkdam for water resource management with people's participation has been approved and decided that 10% of the total cost should be community contribution. The valiant efforts of the pani Samiti for raising the community contribution have gone in vein. They were about to give up and at that time there came a glimmer of hope. A Gram Sabha has been organized in the village school and apart from the villagers with large number of women; WASMO team also participated in it. In the meeting the benefits of the WRM activities have been discussed and that did the trick. Surprisingly, entire village was ready to contribute after the meeting. The work started slowly yet steadily. When the advance money was spent the check dam construction was under progress.

And it was decided by the CMSU that, until the pani Samiti submits all the account of expenditure of advance the next installment will not be released. Pani Samiti president assured the CMSU to submit the accounts soon and requested to release the installment. For the larger common good CMSU released the second installment. Despite of the constant reminders two more accounts of expenditures have not been submitted to CMSU. Finally, CMSU decided not to release the fund anymore. Pani Samiti president tried to threaten the CMSU members by putting pressure through a powerful person but CMSU refused to succumb. The Pani Samiti president left the office in a mad feat of anger. The courage, honesty and spirit of the CMSU members have paid off as the Pani Samiti president visited the CMSU two days after and this time with all the accounts of the expenditure.
