Under the bilateral cooperation programme between India and the Netherlands, the Royal Netherlands Government contracted Royal Haskoning to assist WASMO in its formative years in the form of External Advisory Services (EAS). The EAS institutional support team consists of national and international experts. Royal Haskoning cooperates with JPS Associates and Haskoning India Private Limited.

The EAS works closely with WASMO teams in activities related to:
 
Documentation and Communication
Environmental sanitation
Water Resources Management
Financial Management
Project Monitoring
Institutional Development
 

Some of the EAS team's accomplishments have been the development and installation of the Managerial Accounting and Reporting Systems (MARS) software package, promotion of the concept of water resource management, development of a manual on location-specific water harvesting structures, publication of a quarterly newsletter Loksamvaad (in Gujarati), and working out the Information, Education and Communication (IEC) strategy.
