|
The ERR Project is being implemented in
each village in two cycles. The first six months are devoted to
community mobilisation through campaigns and capacity building.
This is followed by a twelve month construction period. |

The steps in the first cycle (six
months) are: |

Introduction of the project |

2. |
Formation of the pani samiti with involvement
of the gram panchayat and ISAs |
 |
|
3. |
Assessment of requirements, creation of a Village
Action Plan (VAP) with support from ISAs and CMSUs,
which is approved by the gram sabha. The VAP
includes the fixing of community contribution. |

4. |
Capacity building exercises |

In the second cycle (twelve
months): |

VAP implementation under
pani samiti supervision with technical support from
ESC and ISA |

Community-managed
construction activity begins |

Monitoring by the ISA and CMSU of progress made, quality maintained and
transparency measures according to prescribed
standards adopted by the pani samiti. The completed
water supply and sanitation systems are operated and
managed by the community. Displaying the details of
VAP and its financial sanction at a prominent public
place and presentation of accounts in gram sabha for
public approval |

After initial contact had been
made in Bhuj, the project started in April 2003. The
implementation was divided into two phases. The
first learning phase was planned for 18 months in which 200
villages were to be taken up. With a revision in
targets, however, 400 villages were taken up in the
first phase, and the second phase was preponed by
six months to April 2004. |

In the second phase, activities
were scaled up and ISAs and volunteers were
carefully selected for specific activities, and
campaigns and capacity building exercises were
carried out on a larger scale than had been planned. |

|
Presently, all 1,260 villages
have been taken up for implementation. |
