After initial contact had been made in Bhuj, the project started in April 2003. The implementation was divided into two phases. The first learning phase was planned for 18 months in which 200 villages were to be taken up. With a revision in targets, however, 400 villages were taken up in the first phase, and the second phase was preponed by six months to April 2004.

In the second phase, activities were scaled up and ISAs and volunteers were carefully selected for specific activities, and campaigns and capacity building exercises were carried out on a larger scale than had been planned.

Presently, all 1,260 villages have been taken up for implementation.
