Slogans relating to
water, sanitation, health and hygiene have been painted at
public places such as gram
panchayat offices, schools,
anganwadi and
primary health centres (PHCs) in each programme village.

Brochures, pamphlets,
booklets and posters were published to facilitate
understanding of the processes involved in Swajaldhara
implementation. A Swajaldhara brochure providing information
on project components was developed in Gujarati at WASMO and
disseminated to gram panchayats. To provide detailed
guidelines, a Pani Samiti
Margdarshika was developed and
disseminated. Posters providing information about project
components, importance of community participation, and impact
of non-potable water on the body were designed and distributed
to gram panchayats, schools,
anganwadis, PHCs and other relevant institutions. In various
workshops and
village fairs, IEC material developed by WASMO was
displayed and distributed to the villagers.

To sensitise the
rural community on issues like community participation,
bhavais (traditional
street plays) were organised. In Sabarkantha district for example,
bhavais were
organised to motivate the community to actively participate in
the programme, shoulder responsibility and own the assets
created. Villagers were explained the importance of
self-dependency and how to make the system sustainable so that
they do not have to rely on either the government or any other
outsider. This proved an effective tool to motivate the rural
community, especially women and children.

IEC activities
relating to environmental sanitation were also taken up, such
as gram safai abhiyans
(village cleanliness campaigns) involving youth groups, school
children and women groups.

Awareness programmes relating to sanitation, health and
hygiene were taken up with school children. Debates,
essay-writing competitions, quiz contests and village rallies were organised
for children. Stickers with messages relating to health and
hygiene practices were distributed. In Ahmedabad, Banaskantha, Bhavnagar,
Sabarkantha and Valsad districts, such activities were
organised on a large scale.

| Development of
Core Teams |
 |
To provide
implementation support to DWSCs, Core Teams consisting of
professionals in the field of water engineering, community
mobilisation and documentation and communication are developed. This team looks after daily activities of the programme and provides support to the DWSC. The focus area of
the team is to sensitise the community about the principles of
the programme and to facilitate them in implementation of the
scheme. Another important function of this team is capacity
building of the pani samiti/VWSC
so that they can operate their own in-village water supply
scheme.

After programme
introduction, pani samiti members and the village community
were informed about the implementation process, wherein the
pani samiti has to plan, implement, supervise and monitor
construction activity. For this, district-level
orientation workshops were organised for the village community
by DWSCs with WASMO support. These workshops intended at
sensitising the rural community about their responsibilities,
provided guidelines for the programme implementation process and
discussed issues like sustainability of water sources and
supply.

Taluka-level
workshops were also organised with village
sarpanches and the
village community, wherein officials such as Taluka
development officer (TDO) and
talati were sensitised about the
objective of the programme.

As a part of capacity
building of the pani Samiti,
training programmes on various issues such as construction
management, quality control, record keeping, operation and
maintenance, community participation, water tariff and water
quality were organised.
Audio-visual presentations were made. Films on various issues
relating to water and sanitation were shown to women. These motivated them to put forward their views on
the proposed in-village facilities. A participatory exercise
was conducted with village residents to work out the water tariff. This helped understanding, planning and analysing
fund requirements, mobilisation of resources and in developing
recovery mechanisms.

To instill confidence
amongst the village community, meetings with the VWSCs were
held by officers of line departments and Core Team members. Such meetings
helped the village community to understand and support the programme. During the meetings issues and problems relating to
programme implementation were discussed and solutions worked
out by the community themselves with support from the
technical staff of DWSC and Core Team members.

A training programme-cum-orientation workshop for the newly recruited
Core Team members is conducted, wherein the
vision, objective, principles and process of implementation of
the programme were explained by WASMO staff.

A training programme
on Participatory Rural Appraisal (PRA) techniques is
organised for Core Team members. The purpose of
this is to understand village-level social dynamics and to
equip the team with tools and techniques for social and
resource mapping in the village or habitation so that reliable
information can be collected.
